Instructions
- Preheat the oven to 350°F (175°C).
- Line a cupcake tray with paper liners.
- In a large bowl, whisk together the flour, cocoa powder, sugar, baking powder, baking soda, and salt.
- In another bowl, combine the whole milk, vegetable oil, egg, vanilla extract, and 1/2 teaspoon peppermint extract.
- Gradually add the wet ingredients to the dry ingredients, mixing until just combined.
- Carefully stir in the boiling water until the batter is smooth.
- Fold in the semi-sweet chocolate chips.
- Spoon the batter evenly into the prepared cupcake liners, filling each about two-thirds full.
- Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
- Remove from the oven and let cupcakes cool in the pan for 5 minutes.
