Instructions
- Preheat oven to 350°F (175°C).
- In a skillet, brown ground beef and onions over medium heat.
- Add garlic powder, onion powder, salt, and pepper; mix well.
- Layer half the potatoes in a greased baking dish.
- Spread half the beef mixture over the potatoes.
- Combine cream of mushroom soup and milk; pour half over the beef.
- Repeat layers with remaining potatoes, beef, and soup mixture.
- Top with cheddar cheese and drizzle with melted butter.
- Bake for 45-50 minutes until potatoes are tender and cheese is bubbly.
- Garnish with paprika if desired.
